A Study on the Political and Economic Review of Integrating the Western and Korean Medicines

Abstract

|
The dualization of Korean traditional and Western medicine began under the Medical Service Act in 1951. Since then, attempts have continued to integrate the dual medicines, but conflicts have continued under the dualization situation. This paper examined the obstacles and possibilities of integration of the dual system in terms of political economy. There is a strong asymmetry in need of integration, and there is little symmetrical agreement to exchange profits and losses equally between them. In addition, conflicts of interest hampered the integration deal within each medicine group themself. The Ministry tried to moderate conflicts between the two sides, but there is not any clear position or strategy of the Ministry. Peoples passively accept this dualized medical care. Rather than academic exchange between the two medicines, political conflicts of interest of both medicines has been maintained. The government should come up with a compromise to coordinate political conflicts among stakeholders, while policy research for the institutional integration and academic exchanges of clinical trials between both medicines should be activated. However, the compromise should minimize the sacrifice of the public interest of economic welfare and public health promotion.
